Development Engineer

Water and Waste Department

 

 

JOB SUMMARY

The Development Engineer is a highly motivated individual with the ability to successfully undertake the challenges associated with Department land development related functions. The incumbent carries out assignments, completes reports and monitors Development Agreements related to servicing lands with water, wastewater and land drainage in accordance with local and regional plans, Development Agreement Parameters, City standards, City by-laws and Council directives.

 

 

DUTIES AND RESPONSIBILITIES

  1. Evaluates Development Applications to ensure that appropriate terms and conditions are incorporated into Development Agreements:
  2. Determines existing water, wastewater and land drainage services available to service the proposed development by reviewing LBIS and as-built information as required.
  3. Meets with peers within the department to determine the level of service required by the proposed development and to ensure that available services have adequate capacity for the proposed intensity of development.
  4. Ensures that conditions are included in the agreement outlining the applicant’s responsibility to construct the required services at no cost to the City if available services are inadequate or require upgrading and/or extension.
  5. Identifies the need for engineering studies and ensures that said studies are appropriately reviewed and approved on behalf of the Department.
  6. Requests servicing criteria and ensures that said criteria are appropriately reviewed and approved on behalf of the Department.
  7. Reviews regional servicing plans to determine if extension of these services is required.
  8. Ensures that oversized service requirements are identified in conjunction with development applications in order to ensure planned and orderly development and budgeted for developer reimbursement if required.
  9. Determines if the proposed development benefits from any previously constructed oversized services and ensure that the requirement to pay share of these services is included in the agreement.
  10. Reviews other development applications and agreements in close proximity to the proposed development to determine any special technical of financial conditions in the area.
  11. Determines if a land drainage trunk service rate charge is payable.
  12. Determines if lot grading plan and/or any easements are required.
  13. Responds to Public enquiries regarding land development matters.
  14. Provides technical and financial input for preparation of reports to Community Committee and/or Standing Policy Committee on Division matters and on land development matters.
  15. Responds to other City departments’ inquiries on issues related to land development servicing.
  16. Represents the Department on interdepartmental land development and planning committees.
  17. Performs financial analyses and calculations in order to establish appropriate servicing charges and reimbursements.
  18. Ensures consistency in response to Development Applications.
  19. Participates in the Department's construction drawing review process to ensure compliance with the terms and conditions of development agreements.
  20. Assumes the functions and responsibilities of the Services Development Engineer in an acting role as required.
  21. Performs other related duties consistent with the position as assigned.

 

 

QUALIFICATIONS

  1. Bachelor’s Degree in Engineering.
  2. Registered Professional Engineer designation and membership in A.P.E.G.M.
  3. Extensive experience as a municipal engineer with thorough knowledge of subdivision design and contract administration.
  4. Knowledge of the Development Agreement process and the ability to interpret terms and conditions of Development Agreements.
  5. Extensive knowledge of Winnipeg’s water, wastewater, land drainage, and solid waste facilities design and operation.
  6. Working knowledge of computers and software for engineering, technical and management applications.
  7. Strong interpersonal and communications skills (oral and written) to deal effectively with staff, other City Departments, senior administrators, elected officials, land developers, engineering consultants, contractors, lawyers and the general public.
  8. Ability to provide leadership and direction to others.
  9. Ability to work independently with minimum supervision and in a team environment.
  10. Must possess and maintain a valid Manitoba Class 5 Driver’s License.
  11. Demonstrated ability to establish and maintain positive working relationships with employees at all levels of the organization, external contacts and the public, in accordance with the Respectful Workplace Policy.
  12. Must have, or be able to acquire in a reasonable period of time, a thorough knowledge of the occupational hazards and the safety precautions and regulations that are applicable to the positions’ area of work.
