Since l997 the Manitoba Film and Video Production Tax Credit has provided incentives to the private film and television production industry to create economic development. Basically, the Tax Credit provides a base rebate of 45% calculated on approved Manitoba labour expenditures. An additional 5% Rural Bonus is available for projects that shoot at least 50% of their Manitoba shooting days more than 35 km from the centre of Winnipeg (corner of Portage Avenue and Main Street). Furthermore, an additional 5% Frequent Filming Bonus is also available for companies that shoot 3 projects in Manitoba within a 2-year period. The 5% bonus is applied to the third project and production companies can keep the 5% bonus on subsequent productions by maintaining their production activity so that there are always 3 films shot in Manitoba within any 2-year rolling period. It is therefore possible to qualify for a tax credit rate of up to 55% of the eligible Manitoba labour expenditures. Eligible projects include fully financed television movies, documentaries, feature films, dramatic series, variety, multimedia, animation, children’s programming, music programming and informational series, as well as digital and CD-ROM productions.
