Volunteer Opportunities with the Community Services Department
For the Library Services Family Literacy Fun Days Program and the Youth Advisory Councils.
- Youth volunteers must be 13 - 17 years of age.
- Be a Canadian citizen or have Permanent Resident status in Canada.
- Agree to a Criminal Record Check by the Winnipeg Police Service, and be approved.
For the Recreation Services Programs
- Youth volunteers must be 14 - 17 years of age.
- Be a Canadian citizen or have Permanent Resident status in Canada.
- Agree to a Criminal Record Check by the Winnipeg Police Service, and be approved.
Adult Volunteer (18 years and over) Library Services English Conversation Group, West End Learners Program and Homebound Program.
- Be a Canadian citizen or have Permanent Resident status in Canada.
- Agree to a Criminal Record Check by the Winnipeg Police Service, and be approved.
- Attend an orientation session prior to placement.
Adult Volunteer (18 years and over) Animal Services Agency Adopt-a-Dog Program
- Be a Canadian citizen or have Permanent Resident status in Canada.
- Agree to a Criminal Record Check by the Winnipeg Police Service, and be approved.
- Attend a mandatory orientation session prior to placement.
- Minimum time commitment of 8 hours per month.
- Must be able to work independently.
- Must have experience with dogs i.e. as a dog owner; experience with another family member’s dog or friends dog; as a volunteer.
Please note: volunteer positions are not available for court-ordered community work.

4. Complete the Volunteer Application Form
Interested volunteers are asked to:
- Complete a Volunteer Application form; click here for the Volunteer Application Form.
- Complete 2 copies of the Volunteer Reference Form; click here for the Volunteer Reference Form.
- Volunteers aged 13-17 years must have their parent/guardian complete a Parental Consent Form; click here for the Parental Consent Form.
5. Submit Your Completed Application Form

6. Attend a Screening/Selection Interview
- Attend a screening and selection interview with Volunteer Services. Volunteers will be called for a screening interview upon receipt of a completed volunteer application.
- Following the screening/selection interview, all volunteers must undergo a Criminal Records Check with the Winnipeg Police Service and be approved.
Criminal Records Check Forms for Volunteers 13-17 Years
Applicants aged 13-17 years will be provided with a letter to take with them to a Winnipeg Police Service Community Service location. This letter must be included with the completed Criminal Record Check application form. Volunteers must bring 2 pieces of identification; one piece of identification should have photo ID.
Criminal Records Checks for Volunteers 18 years and Over
Applicants 18 years and over will need to attend a Winnipeg Police Service Community Service location to complete a Criminal Records Check application form. Volunteers must bring 2 pieces of identification; one piece of identification should have photo ID. 18 and over volunteer applicants must undergo a Criminal Records Check at their own expense.
Please Note: All volunteer applicants must provide the Community Services Department Volunteer Service with a copy of their Criminal Records Check Certificate. Volunteers must bring the original copy of the Criminal Records Check Certificate to Volunteer Services. Volunteer Services will make a copy of the original Criminal Records Check Certificate and return the original to the applicant.
Please note: The Volunteer Screening Process including the Criminal Records Check may take up-to 6 weeks to complete.

7. Volunteer Suitability
Volunteer suitability is based upon the volunteers'
- Interest, skills and experience.
- Availability and commitment.
- Willingness and ability to adhere to Community Services Department Vision, Mission, Policies and Procedures.
- The volunteers’ interview, personal references and the Criminal Records Check.
8. Volunteer Placement
Once the screening and selection process is complete, Volunteer Services will forward the volunteer applicant’s name to the Program Lead who is responsible for coordinating and scheduling volunteers for their respective volunteer positions. The volunteers will be contacted by the Program Lead and provided with information concerning their placement and scheduled hours.
For example, if a youth volunteer has applied to volunteer for the Family Literacy Fun Days(FLFD) Program, the contact person responsible for the FLFD Program, will contact the volunteer for their placement.
9. Orientation, Supervision and Evaluation
Volunteer orientation, supervision and evaluation will be provided by the program lead.
The Winnipeg Police Service and Living Prairie Museum also offer volunteer opportunities.
