Public Health Inspectors check water chemistry and sanitation, and identify any hazardous situation to ensure these facilities are safe to use. Diseases such as folliculitis and impetigo, or fatal accidents could result from improperly maintained recreational water facilities.

Use the Pool Inspection Report Safety and Sanitation Checklist to ensure that your facility is safe to use.

Water Sampling Guidelines – Since May 1, 2007, all owners and operators of swimming pools, whirlpools and other water recreation facilities are required to sample and submit water samples to accredited laboratories for microbiological analysis. 

Pool Safe Manual
The City of Winnipeg has developed a Pool Safe Manual, which provides valuable information to maintain your pool. This manual is the only manual of this kind and used by most educational institutions across Canada that teach pool maintenance and pool chemistry courses.

Pool operators of public and semi-public pools should all have a copy of this manual. Private pool owners may also find this manual beneficial for tips on how to maintain your pool and trouble shooting tips when problems arise.

Some helpful information to deal with fecal accidents diapers in wading pools or blood spills in pools can be found in this manual.

Notice To Operators
Microbiological Analysis of Water at Swimming Pools and Other Water Recreational Facilities

Effective May 1, 2007, all owners and operators of swimming pools, whirlpools and other water recreation facilities will be required to sample and submit water samples to accredited laboratories for microbiological analysis. (See Yellow pages for a complete list of laboratories) Sampling parameters required under the Swimming Pools and Other Water Recreational Facilities Regulation (Manitoba Regulation 132/97) include:Indoor Swimming Pools and Wading Pools (Fill and Draw Wading Pools are Exempt)


• Total Coliform to be sampled quarterlyWhirlpools
• Total Coliform to be sampled quarterly
• Pseudomonas aeruginosa to be sampled quarterlySeasonal (Outdoor) Swimming Pools
• Total Coliform to be sampled monthly

Some facilities may have site-specific concerns (i.e. facilities with water temperatures >30°C and non-traditional facilities such as water parks, etc.). Subsequent to Section 16(2) of the Regulation, the Public Health Inspector may require additional parameters be sampled and analyzed at these locations.

All testing parameters required, and their sampling frequencies, will be included on the annual operating permit under Other Operational Conditions. Sampling frequencies may be varied as required by the Public Health Inspector depending on such factors as water quality, positive sample results, complaints and disease investigation. Sample forms should be filled out to include our email address: ems-ehs-notices@winnipeg.ca so that we have a copy of the results as soon as they are reported. Any positive results that are phoned in from the lab should be reported immediately to our department at 311.
