The City regulates and licenses body modification establishments and investigates complaints regarding body modification operations.
 
The City inspects operations that do the following:

  • Tattooing (including permanent eye makeup)
  • Piercing (excluding operations that only pierce the lobe of the ear with a single use stud type gun)

The Body Modification By-law prohibits the practice of scarification or insertion of implants under the skin.

All body modifications (piercing and tattooing) must only take place in approved and licensed body modification establishments
