Food service establishments are locations where food is commercially prepared and does not include private homes where food is prepared for private use. 

The City inspects food service establishments:

  • on a routine basis
  • as the result of a complaint
  • to investigate foodborne illnesses

In order to correct violations, the City may:

  • issue a written deficiency order
  • suspend or withdraw an operating permit
  • deem conditions or premises insanitary
  • proceed with a prosecution

All closures and convictions are legal processes under Manitoba Provincial Food and Food Handling Establishments Regulation No. 339/88R and City of Winnipeg Food Service Establishment Bylaw

Deficiency orders can be appealed under certain circumstances.  The procedure to file an appeal is listed on the deficiency order.
