Property and Neighbourhood Standards

Community By-law Enforcement Services is responsible for Property and Neighbourhood Standards and License Services

Community By-law Enforcement Services regulates the maintenance of properties and other aspects of neighbourhood liveability in order to develop and maintian safe, orderly, viable and sustainable communities and to promote and maintain the health, safety and welfare of residents.

Property must be maintained so as to prevent the existence of objects and conditions that pose health, safety, fire or accident hazards to people, animals or neighbouring properties. See our list of topics for information on specific property standards.

Property standards deal with all aspects of a residential property, including:

  • the house (interior/exterior)
  • the yard (including the fence)
  • accessory buildings
  • adjoining public property (boulevard)
  • any other concerns that may be impacting neighbouring properties

Pigeons Animals and Insects
Property owners are expected to maintain their property or residence so that insects or rodents do not become a nuisance.

Derelict Vehicle

Boulevards
The owner/occupant of property adjacent to a boulevard is responsible for maintaining the portion of the boulevard that is adjacent to their property.
Boulevard Derelict Vehicles
The owner/occupant of a property must not keep vehicles that are considered derelict and may become a safety hazard or public nuisance.
Fire Burning Fire Burning
Open air burning is restricted in the city of Winnipeg.  Outdoor fireplaces, barbeques and fire pits are regulated by the City.
Graffiti Graffiti
The sale of spray paints and other materials commonly used to do graffiti is restricted by the Graffiti Control By-law.
Litter Garbage and Litter
Littering on private or public property is prohibited.

Minimum standards for residential and rental accommodations are defined in the Neighbourhood Liveability By-law

Illegal Temporary Signs Illegal Temporary Signs
Temporary signs on City streets are regulated under Part 4 of the Neighbourhood Liveability By-Law The Neighbourhood Liveability By-law attempts to regulate temporary signs on streets to prevent safety hazards, urban blight, and property damage.

Noise
Restrictions on creating nuisance noise are regulated by the City.

Posters and Handbills
The City of Winnipeg regulates the distribution, posting and leaving of posters, pamphlets and handbills.

Roadside Memorials Roadside Memorials
The City of Winnipeg regulates roadside memorials with the intention to deal with memorials that constitute a hazard to pedestrians and/or motorists and an issue for adjacent property owners or the general public.
Smoking By-law Smoking
On May 25th, 2011, an Outdoor Smoking By-law was passed by City of Winnipeg Council.  This by-law prohibits smoking in certain outdoor locations.

Vacant Building Program
The Vacant Buildings Program targets vacant buildings that are dilapidated, dangerous, improperly secured, subject to public complaints, and that have been vacant for extended periods of time. 

Unsightly Yard Yards
The owner/occupant of a property is responsible for the conditions of the grounds, fence and accessory buildings.
