What should I do if I am bitten by a dog or cat?
If you are bitten by a dog or cat you should seek medical attention as soon as possible.
All dog and cat bites should be reported immediately to the City of Winnipeg Animal Services Agency at 311.
Be prepared to provide the following information:
- Your name, address and phone numbers, both business and home
- Date and time of the incident
- Where the incident occurred
- Where the dog or cat lives, if known
- Breed of dog or cat and a description
- Size and color of dog
- Identifying features of the dog or cat
- Advise if the dog or cat was wearing a collar or tags
What will happen to the dog or cat that bit me?
Under the City of Winnipeg Pound By-law 2443/79 Section 21.(5)(a) and Section 28.(1) dogs or cats that bite shall be placed in quarantine and kept for 10 days, commencing from the date of the bite (Section 21.(5)(c)). In most cases the dog/cat would be returned to its owner after the quarantine period has expired if the animal appears in good health.
Can I quarantine my dog or cat at a boarding kennel?
No – You must quarantine your dog at the Animal Services Agency or at a veterinary clinic located in Winnipeg – City of Winnipeg Pound By-law 2443/79 Section 21.(5)(d). Cat’s must be quarantined at a veterinary clinic located within Winnipeg.
What will happen if I do not quarantine my dog?
If a dog owner does not voluntarily surrender his dog for quarantine, an order to seize and impound the dog will be issued by a Provincial Judge –City of Winnipeg Pound By-law 2443/79
Under whose authority do you quarantine dogs?
The authority of our Animal Services Agency Officers to offer animal control services within the City of Winnipeg falls under the City of Winnipeg Charter, the City of Winnipeg Pound By-law and the Province of Manitoba Summary Convictions Act.
How much does it cost to quarantine my dog at Animal Services Agency?
The impound fee at the Animal Services Agency is $22.00 plus GST per day or portion thereof.
If my dog/cat has had up-to-date rabies vaccinations why does it have to be quarantined?
Rabies vaccinations do not 100% guarantee your dog or cat will not contract rabies. The quarantining of cats and dogs is for the protection of public health.

If your dog or cat has been attacked by another dog you should call Animal Services Agency at 311 to file a report. Under the City of Winnipeg Pound By-law 2443/79 Section 20.(1)(g.1), a dog owner can not allow his dog to bite or wound an animal.

If your dog or cat has been attacked by another cat, you should call Animal Services Agency at 311 to file a report. Under the City of Winnipeg Pound By-law 2443/79 Section 28.(4), cat owners must not permit their cats to run at large. Cats must remain on the premises of their owner or on a leash that does not extend longer than six (6) feet.

Does the dog that attacked my dog/cat have to be quarantined?
No – Only incidents where a human is bitten is a mandatory quarantine period required.
