In 1955, the Province of Manitoba created the
Greater Winnipeg Investigating Commission
to study and report on inter-municipal issues in the Greater Winnipeg Area.
After four years of research and consultation, the Commission recommended that a
strong central government be formed, with responsibility for regional streets, water, bridges, parks and the supply of
power. The
Metropolitan Corporation of Greater Winnipeg
(Metro) was incorporated in 1960.
