Winnipeg’s first citizens were an optimistic lot, apparently oblivious to the mud
and want described by the
Reverend George Young
when he arrived at the site of the future city in 1868. When construction began on
Winnipeg’s first city hall in 1875, City Council declared a half day public holiday, and with full
Masonic
honours, placed a
casket
of documents and artifacts into the cornerstone of the new building.
