VOTERS LIST

The Municipal Councils and School Boards Elections Act requires that the Senior Election Official establish and maintain an up-to-date voters list for the local authority, in this case the City of Winnipeg.

The voters list is a permanent document, which is continuously revised during and between election periods. There are several methods for updating and revising the voters list. The Senior Election Official may obtain information from any source including:

(a)
 
an agreement with the Chief Electoral Officer of Canada or the Chief Electoral Officer of Manitoba to receive information about voters;
(b)  information from previous voters lists;
(c)  by an enumeration; and/or
(d)  from any local authority.

Since 1998, the Senior Election Official has partnered with Elections Canada for use of the National Register of Electors to compile the voters list for the City of Winnipeg. Information from the municipal assessment roll, the realty tax roll and water billings is also used to update voter information.

The voters list is an important document; the information contained on the list must be used for election purposes only. A voter is entitled to see only his/her own information on the voters list to determine whether it is accurate.

A voter’s name must not appear on the voters list more than once, and must appear in the ward where he/she resides. Non-resident voters who own property in more than one ward, must apply in writing to the Senior Election Official to designate the ward where he/she intends to vote. If the non-resident voter fails to designate a ward, the Senior Election Official will select the ward where the property owner will vote.

On Election Day, the list may be changed to add new voters, or to correct voter information. An eligible voter whose name is not on the voters list is entitled to be added to the list at the time of voting, as long as:

(a)  he/she attends the voting place where he/she is qualified to vote, during the hours it is open for voting;
(b)  he/she takes an oath that he/she is an eligible voter; and
(c)  he/she establishes his/her identify.

After Election Day, the Senior Election Official builds on this list to make it as complete and up-to-date as possible for the next election.

At least once per year, the Senior Election Official will give public notice that a person wishing to have his/her name added to the voters list, or information corrected, may do so by contacting the Senior Election Official. Voters may also apply to have their name, address and all other information omitted or obscured from the voters list to protect their personal security. If a voter wishes to have his/her information obscured from the list, they may file an application with the Senior Election Official, in person, by mail or by fax. During an election, a person who has chosen to have his/her voter information obscured from the voters list may only vote by sealed envelope ballot.
