Winnipeg Police Board


Manitoba’s Police Services Act requires the Winnipeg Police Board to provide civilian governance and the administrative direction and organization required to provide adequate and effective police services in Winnipeg. The Act also states that the Winnipeg Police Board, like other police boards in Manitoba, will carry out this mandate by establishing policies for the effective management of the police service.

Drawing on the expertise of the Chief of Police and other members of the Winnipeg Police Service, the Board establishes policies related to governance of the Service. The Service then uses its own policies and procedures to implement the Board’s direction. For example, one of the key policies that is used to provide administrative direction to the Winnipeg Police Service is the Winnipeg Police Board policy, Law Enforcement Accreditation.

The Board will publish its draft policies on the agendas for its regular public meetings which gives citizens an opportunity to review and comment on the draft policies. As policies are finalized and approved by the Board, they will be published here.

Commission on Accreditation for Law Enforcement Agencies (CALEA)

The Commission on Accreditation for Law Enforcement Agencies is an international organization dedicated to excellence in policing and public safety. They offer a comprehensive program to police agencies on achieving recognized current standards that are in keeping with needs, values and expectations of the public. The Winnipeg Police Service is directed to maintain compliance with these standards and to obtain re-accreditation from CALEA. Winnipeg Police Service is a Tier 1 agency and subscribes to over 160 policing standards established by CALEA which are measured and reported upon annually. These standards range from use of force to documenting procedures related to all policing activities. In 2017, the WPS completed the re-accreditation process and achieved all standards. The most recent accreditation assessment report can be found at WPS accreditation.
