Automated Garbage Collection Starts Feb. 2 for Day One Residents and Feb. 3 for Day Two Residents in the City’s Northwest Area

WINNIPEG - January 29, 2010 - Day One residents on the Five-Day Collection Calendar in the northwest area of the city are reminded to begin using their new garbage carts on Tuesday, February 2, 2010. Day Two residents need to start using their cart on Wednesday, February 3, 2010.

Residents are also reminded of a few tips to ensure collection goes smoothly:

  • Place the cart out before 7:00 a.m. on collection day.
  • Make sure the cart lid is closed. Lids that are left open can be damaged when the cart is emptied.
  • Do not leave garbage beside or on top of the cart. Only garbage inside the cart will be collected.
  • Point the arrow on the cart lid to the centre of the street or lane.
  • Leave at least one meter on all sides of the cart so that the collection arm on the automated truck has enough space to grab the cart.
  • Don’t place the cart behind or on top of a snowbank.
  • Bring the cart back to your property as soon as possible after collection.

These tips along with other details are in the information package delivered with each cart and on the City’s web site at winnipeg.ca/waterandwaste

The start dates for the remaining collection days are:

Day 3..............................February 11, 2010
Day 4..............................February 22, 2010
Day 5..............................February 16, 2010

If residents are unsure of their collection day, they can visit winnipeg.ca/ecis or call 311.

About 42,000 dwellings in the northwest area will change from manual garbage collection to automated collection by February 22, 2010.

In October 2009, Council approved a seven-year contract with BFI Canada Inc. for automated residential garbage collection in the northwest area of the city (bounded by the Assiniboine River, the Red River, and the north and west city limits). Homes served by AutoBins are not changing to the new automated collection system.

Public Service proposes a zoning memorandum for homebuyers to ensure residences comply with zoning by-laws

WINNIPEG - January 29, 2010 - The Public Service today recommended passage of a bylaw that would require homebuyers to obtain a zoning memorandum as a means of ensuring that residences comply with zoning regulations.

A zoning memorandum is an analysis of a Building Location Certificate (BLC), which is provided by a land surveyor to determine whether the location of all structures on a property complies with the applicable zoning by-law.

The recommendation, which goes to the Standing Policy Committee on Property and Development on Tuesday, February 2 for consideration, was developed in consultation with the Winnipeg Real Estate Board, Manitoba Land Surveyors, Manitoba Bar Association and Manitoba Home Builders' Association.

The proposed cost of a zoning memorandum would be $180 for existing housing and $100 for new homes. Homebuyers of existing housing would be required to obtain the memorandum within 60 days of the date of registration of title in the Winnipeg Land Titles office unless the seller had obtained one within a year of that date. Purchasers of newly built residential property would be required to obtain the memorandum before the dwelling is occupied.

While the purchaser would be responsible for obtaining the memorandum, it is expected that the market will require the vendor to obtain it prior to selling the home, likely to be included as a condition of the purchase offer.

Major Snow Hauling Operation Begins Sunday Night to Remove High Snow Piles and Improve Visibility

The public is advised that a major snow hauling operation on main routes, bus routes, collector streets, and residential streets begins Sunday night, January 31, 2010 in all areas of the city. Snow removal activities will include the removal of high snow piles at intersections and around schools, and windrows on boulevards, bridges and underpasses and locations where snow storage has been severely depleted.

WINNIPEG - January 29, 2010 - The public is advised that a major snow hauling operation on main routes, bus routes, collector streets, and residential streets begins Sunday night, January 31, 2010 in all areas of the city. Snow removal activities will include the removal of high snow piles at intersections and around schools, and windrows on boulevards, bridges and underpasses and locations where snow storage has been severely depleted.

To assist this operation, Temporary No Parking Signs will be placed at locations where snow is being removed. Those parked in violation of a Temporary Parking restriction may be ticketed and towed. Motorists are requested to refrain from parking where Temporary Parking restrictions are in effect.

These snow removal activities will improve visibility for motorists and pedestrians and make room for storage of snow for subsequent snowfalls.

Motorists are reminded to "drive to road conditions" and to use extreme caution when driving near any plowing or sanding equipment.

Plowing operations commenced in accordance with the City Council-approved Snow Clearing and Ice Control Policy, which can be found online at www.winnipeg.ca/publicworks/Snow_Clearing_Policy/default.asp

Public Service recommends approval to transfer title of the City’s first property acquired under The Vacant and Derelict Buildings By-Law

WINNIPEG - January 29, 2010 - Today the Public Service is recommending a Redwood Avenue property, acquired under The City of Winnipeg Charter and The Vacant and Derelict Buildings By-Law, be declared surplus to the City’s requirements.

The recommendation calls for authorization by Council to transfer the Title of the property, located at 1048 Redwood Avenue, from the City of Winnipeg to Habitat for Humanity for one dollar, under the condition that the property be redeveloped and utilized for housing within a period of two years.

The Public Service sought Expressions of Interest for the property, and four proposals were received and evaluated against pre-determined criteria.

The recommendation goes to the Standing Committee on Property and Development on Tuesday, February 2, for the Committee to approve a satisfactory plan for redevelopment of the property.
