Heavy rainfall causes overland and basement flooding in the city
WINNIPEG - JULY 17, 2005 - Heavy rainfall over a short period of time, as much as 90 mm in 45 minutes in the south end, combined with a quick rise in river levels, has resulted in flooded streets, underpasses, and basements in many areas of the City.
Water and Waste Director Barry MacBride says, “Our crews worked through the night monitoring all flood pumping stations, lift stations and wastewater treatment plants to ensure that the entire system was working to peak capacity. Our biggest problem was with multiple power outages affecting flood and lift pumps, along with local street flooding blocking crew access to pump stations.”
The City’s three wastewater treatment plants are working at full capacity, although secondary sewage treatment at the North End plant has been bypassed since June 30 because of continuous high river levels.
MacBride says, “Our emergency services line is overwhelmed with calls, many concerning fallen trees. As a result, we know many more homes have been affected than have been reported to us.”
Water and Waste advises residents with sewer backup or basement flooding to wait for water to drain and then follow clean up procedures. Water and Waste crews are watching water levels in storm water retention basins and the risk of flooding is low. Crews will continue to work around the clock to maintain all wastewater systems to provide the highest level of service possible under current conditions.
The public should ensure that sewer backup valves and sump pumps are working properly, that all downspout extensions are in place, and that water is draining away from the house foundation.
People should avoid going on or near all bodies of water due to high levels, fast currents and floating debris, particularly on the rivers. Parents especially, should ensure that children are not playing near ditches, culverts, rivers, creeks and retention basins.
