24-hour notice - city adjusting fogging program under provincial order

WINNIPEG - JULY 14, 2005, 9:30 p.m. - In accordance with the Public Health Order issued today by the Province of Manitoba, the City of Winnipeg is hereby providing 24 hours notice to the public that the city-wide fogging program for West Nile Virus will commence on Friday, July 15th at 10:00 p.m. The issuance of this city-wide Public Health Order means that buffer zones will no longer be in effect in the entire city of Winnipeg as of the evening of Friday, July 15th.

The Public Health Order states that:

“In response to the Minister of Health declaration on July 14, 2005 that a health emergency appears imminent because of mosquitoes capable of transmitting West Nile virus, the Minister of Conservation hereby orders the City of Winnipeg to take the following measures to prevent, minimize or alleviate the threat to health:

  1. Implement a mosquito adulticiding program within the City of Winnipeg. The spraying program shall utilize the product malathion dispersed by an ultra low volume cold aerosol fogger.
  2. Provide an advance notice to the public, in the print media, radio or on television, at least 24 hours prior to the commencement of the spraying program. The public notice shall identify the pesticide products to be used in the program and when the program shall begin.…”

The City of Winnipeg will now prioritize its fogging program for public health, based on data and public health advice from the Province of Manitoba. The City may have to alter its previously published schedule of areas to be fogged for public health reasons. Citizens are encouraged to monitor the media to stay apprised of the fogging schedule. Every day, the City will issue a Public Service Announcement, providing a minimum of eight (8) hours advanced notification, to advise citizens as to where fogging operations will specifically be occurring on that given night, weather permitting.

The Insect Control Branch has implemented automated email and telephone notification systems. Once registered, residents will receive daily phone or email notification during any and all fogging for adult mosquito control. To register for the automated email notification system, citizens can go to winnipeg.ca/wpgmail. To register for the automated telephone notification system, citizens can call the Bugline at 311. Citizens can also view a map of the areas to be fogged at winnipeg.ca/bugline.

Also, in accordance with the Public Health Order, the City of Winnipeg is hereby providing notice that the insecticide Malathion for ultra low volume (ULV) applications will be used. This insecticide has been approved for use in Canada by Health Canada (PMRA – Pest Management Regulatory Agency). Malathion will be used in accordance with federally-approved label directions by licensed pesticide applicators.
