Winnipeg City Council Adopts Plan Winnipeg – 2020 VisionWINNIPEG - December 12, 2001 – City of Winnipeg moves forward with comprehensive plan for the future
Today, Winnipeg City Council adopted its long-range policy document “Plan Winnipeg …2020 Vision”
“Using Plan Winnipeg as a guide, Council can set priorities, make decisions and manage our City with greater consistency, clarity and predictability” said Mayor Murray “but most importantly, the Plan explains how Council and the community can work together to achieve Winnipeg’s potential.”
This policy document is intended to guide Winnipeg into the twenty-first century by addressing the broad physical, social, economic, and environmental conditions in the city.
Plan Winnipeg….2020 Vision replaces the previous version of the Plan, which was adopted in 1993 as Plan Winnipeg…toward 2010. The new plan draws on the insights and input of hundreds of Winnipeggers, from all walks of life. It sets out a new vision for a new millennium in Manitoba’s capital city.
Leading the efforts to produce this policy document, Councillor Dan Vandal said, “I am very pleased with our new Plan, the tremendous input from the citizens of our City cannot help but ensure its success.”
Highlights:
- A “downtown first” philosophy has been introduced including the need to consider the effect on the downtown when reviewing development proposals.
- Support for neighbourhood revitalization has been entrenched with an emphasis on housing, including the use of tax increment financing and tax credit programs.
- A renewed commitment to ongoing community policing efforts including working closely with neighbourhoods.
- Recognized that Transit use is more consistent with the concept of sustainability and ought to be considered as such when investing in new infrastructure.
- There is a commitment to preparing a sensitive lands inventory and plan in order to encourage the protection and preservation of these lands.
- The outlook identifies potential population growth through in-migration, the result of a well-performing economy and low unemployment rate.
- Guiding principles have been expanded to include the concept of compact urban form (in support of sustainability) and the need to do benefit/cost analysis for development proposal.
- Policy effectiveness will be measured through key indicators built into the plan.
- Introduction of the provision of fibre optic infrastructure to promote a “smart” city concept
- A renewed commitment to citizen engagement in decision-making, including a commitment to sustainable practices.
- The Plan commits to integrating the policies into the City’s major decision-making processes, including a commitment to performance measurement and reporting on regular basis.
