Winnipeg Transit Recommends Reduced Fares for Post Secondary Students

WINNIPEG - APRIL 27, 2001 - The City of Winnipeg today announced that the Standing Policy Committee on Public Works has received a report from the Transit Department recommending a major change in Transit fares which will provide lower fares for approximately 43,000 post secondary students.

The Transit report recommends that; the reduced price Post Secondary Monthly Bus Pass be made a permanent part of its fare structure, that students at a number of additional educational institutions be eligible, and that the pass be offered for sale to eligible students during all months of the year.

The Post Secondary Monthly Bus Pass was implemented September 1, 2000 on a pilot project basis for the University of Manitoba, University of Winnipeg, Red River College and St. Boniface College students. It is priced at $49.30 which represents a 20% saving on the cost of an adult monthly bus pass which sells for $61.60.

Rick Borland, Director of Winnipeg Transit said "We've been very pleased with the results of the pilot project. Overall we've seen adult ridership (which includes students using the post secondary pass) increase by approximately 5% since last September with no reduction in our revenues. In effect, the increase in ridership has compensated for the reduced pass price. The results of the pilot project and follow up surveys with students give us the confidence we need to recommend the program be extended to additional educational institutions and be made a part of our regular fare structure on a year round basis".

The Transit report recommends that any full time or part time student enrolled in credit courses leading to a recognized degree or diploma in the following groups be eligible for the Post Secondary Pass:

  1. Universities and colleges officially recognized by an act of the Manitoba Legislature. 
  2. Private vocational schools in Winnipeg possessing a current certificate of registration issued by the Province of Manitoba Department of Education under The Private Vocational Schools Act. 
  3. Any adult student enrolled in courses leading to a High School diploma at Adult Education Centres operated in Winnipeg by Winnipeg School Divisions. 

In addition, the report recommends that the Post Secondary Pass be offered for sale to eligible students during all months of the year, not just the academic year.

Councillor John Angus, Chair of the Standing Policy Committee on Public Works said "We're very pleased with the results of this pilot project and the fact that Transit is recommending it be extended to additional students. Given the rising costs of education, I'm sure the lower priced pass will be very welcome. Once again, it demonstrates the initiative that the Transit Department is taking with groups in our community to provide more fare options and to look at new approaches to increased ridership."

Pending review by the Standing Policy Committee, the report will be forwarded to Council for consideration with a target implementation date of September 1st, 2001. Based on Council approval, the Transit Department will begin discussions with the various educational groups regarding Student Identification requirements and sales procedures.
