Mayor Reacts to Military Move

WINNIPEG - APRIL 5, 2001 - It is with deep regret that Mayor Glen Murray, hears news of the federal government decision to move the Second Battalion Princess Patricia Canadian Light Infantry soldiers from their home at Kapyong barracks to Shilo, Manitoba.

"If this is true, it seems the federal government does not realize the significance of this loss to Winnipeg," said Mayor Murray. "It seems unbelievable that at a time when we are asking our government partners to help rebuild our city, Ottawa would chose to damage our fragile population growth. We simply cannot afford to lose up to 1300 people with one stroke of a pen when we are working so hard to expand our population base."

The Mayor pointed out:

  • That Winnipeg's population is expected to grow by 2,200 people in the coming year, according to the Conference Board of Canada. The City will experience a 59% loss of potential growth because of the federal decision. 
  • City governments tax revenues are wholly dependent on population growth. The loss of people and homeowners contributes negatively to the city's long term financial challenges.
  • The military is the 4th largest employer in Winnipeg. 2PPCLI represents one third of all military personnel located in the City.
  • 2PPCLI's economic impact on Winnipeg is estimated to be between $54 and $58 million.

"I know all citizens of Winnipeg join me today in expressing our distress if 2 PPCLI is no longer headquartered here in the city," said Mayor Murray. "Civilians have formed a strong bond with this unique and dedicated Battalion over the thirty years they have been stationed here. The admiration and respect we feel for these soldiers was especially evident most recently during the 1997 Flood of the Century, when the men and women in uniform worked tirelessly, shoulder to shoulder with citizens to protect life and property. Their countless acts of kindness, above and beyond duty, will always remain in the hearts of Winnipeggers."
