Referred: Unsubstantiated; not related to business conducted by the City of Winnipeg organization or referred to the appropriate department for action.

Investigated: Unsubstantiated; we found sufficient evidence to indicate a violation did not occur.

Investigated Outcomes: Human Resources developed an internal policy on the use of personal cell phones and social media while at work due to inappropriate behavior by City staff.

Inappropriate use of City property resulted in management communicating to staff that City property, tools, and equipment should not be used for personal convenience or gain, as per the City of Winnipeg Employee Code of Conduct.

Where did the reports come from? In 2016, we experienced an increased portion of valid reports coming through the Fraud & Waste Hotline, which includes a live operator and an online reporting form.
