Questions from businesses

  1. We see wild fluctuations in our wastewater test results. How will we be billed for overstrength, and how will you sample for this?
    We will sample your holding/pump-out tank wastewater to determine its strength. If it is overstrength for biochemical oxygen demand (BOD) and/or total suspended solids (TSS), we will apply the appropriate surcharge rate, and bill you directly. If your pump-out wastewater strength is highly variable, we will sample it more often than if it has a relatively consistent strength. The frequency of sampling will also depend on how often you pump out your tank(s).

  2. Is the overstrength surcharge based on the total amount or the amount above the threshold limits?
    It is based on the strength over the threshold limits as follows:

    Total suspended solids in excess of 5,500 mg/L $0.73/Kg
    Biochemical oxygen demand in excess of 2,400 mg/L $1.12/Kg

  3. What about water that we use in our business that doesn't go into the sewer?
    If you can demonstrate by water meter readings that more than 1,000 kilolitres of your annual water use does not go into the wastewater system, land drainage works or into a body of water, you may be eligible for an adjustment of your sewer charges. Check our adjustment of sewer charges program to find out if you are eligible.

  4. Is the waste in grease traps considered overstrength?
    Yes.

  5. How will you handle the sampling and analysis for the business groupings, such as restaurants, car washes and portable toilets?
    We will group them together as industrial / commercial sectors. For example, we will consider all restaurants as part of one sector. We will sample truck loads containing only wastewater from a sector (e.g., grease trap wastes from restaurants) to get average BOD / TSS strengths for those particular wastes, and calculate a flat rate that will be charged to all wastes from that sector. We will periodically re-sample those wastes to keep the flat rate up-to-date.

  6. Will you call ahead to notify us that you will be coming to sample our wastewater?
    No. As with our sewered overstrength customers, our sampling schedule is random and we don't call ahead.

Questions from wastewater haulers

  1. How will we know if our customers' wastewater is overstrength?
    We will determine if the wastewater is overstrength or normal strength on the basis of the laboratory analysis. If it is normal, no further action will be necessary. If it is overstrength, we will inform the wastewater generator and bill the generator directly.

  2. Is it my responsibility to know if my customers' wastewater is overstrength?
    No.

  3. Is wastewater from a home considered overstrength?
    No.
