Sexual Assaults Tracked on Crimestat
The Winnipeg Police Service Division #41 Sex Crimes Unit has reason to believe a series of sexual assaults committed between April 25, 2006 and September 25, 2007 have been carried out by the same person.
In each incident, the suspect approaches females on bicycle. He then forces them at knifepoint into a back lane where he sexually assaults and threatens the victim.

Male, Aboriginal in appearance, 20-30 yrs, 5'6"-5'8", weighing 160-180 pounds with a stocky or muscular build, dark short hair, and dark eyes.
The Winnipeg Police Service CrimeStat map has been updated with an “Alert” link at the top which will lead to information on these sexual assaults as well as a map showing the general area where these assaults took place.
The goal of the Winnipeg Police Service is to heighten public awareness which could prevent victimization. Heightened public awareness could potentially lead to prompt identification of an unknown suspect.

Serious Assault – Update
On June 19th, 2008, shortly before 4:00 A.M., members of the Winnipeg Police Service responded to the rear lane of an address in the 600 block of Furby Street in regards to someone being injured.
A 14 year old male youth was located suffering from severe trauma to his upper body. He was conveyed to hospital where he underwent surgery and remains in critical condition.
The Division #11 Crime Unit investigated this incident and has determined the victim had been beaten inside a residence and carried to the location.
As a result of this investigation three males have been arrested and charged:
Roni Tyson HARPER, 23 years, of Winnipeg, has been charged with:
- Aggravated Assault
- Fail to Comply with Condition Recognizance
Graham Philip WOOD, 18 years, of Winnipeg has been charged with:
- Aggravated Assault
A 15 year old male youth, of Winnipeg, has been charged with:
- Aggravated Assault
All three have been detained in custody.
Shots Fired – Arrests
On June 19th, 2008, shortly before 4:30 P.M., numerous shots were fired into a residence in the 200 block of Dorothy Street at which time area residents observed two vehicles fleeing the scene.
Members of the Winnipeg Police Service responding to this incident observed one of the vehicles leaving the area and initiated a pursuit at which time occupants of the vehicle threw two weapons out the windows. The pursuit ended after the vehicle collided with two parked vehicles and a building in the area of Elgin Avenue and Gertie Street. Four occupants of the vehicle were arrested as they attempted to flee from the vehicle.
Both weapons that had been thrown from the vehicle were recovered by police.
Rodney DAIGNAULT, 30 years, of Winnipeg has been charged with:
- Dangerous Operation – Motor Vehicle
- Flight from police officer
- Fail to remain at the scene of an accident and exchange particulars X 2
George Robert LAMIRANDE, 20 years, of Winnipeg, has been charged with:
- Possession of Prohibited or Restricted Firearm/ammunition
- Knowledge of Unauthorized Possession of Firearm X 2
- Occupant of Motor Vehicle knowing there was Firearm X 2
- Possess firearm with altered serial number
- Possession of Firearm, etc, while Prohibited X 2
- Careless Use of Firearm, Weapon, Ammunition X 2
- Fail to Comply with Condition Recognizance X2
William Gary PANGMAN, 33 years, of Winnipeg, has been charged with:
- Possession of Firearm, etc, while Prohibited
- Fail to Comply with Condition of Recognizance
Lewis Jordan STARR, 25 years, of Winnipeg, has been charged with:
- Possession of Firearm, etc, while Prohibited X 2
- Careless Use of Firearm, Weapon, Ammunition
- Breach of Probation
The investigation into this shooting is continuing by the Organized Crime Unit.
Assault
On June 19th, 2008, shortly before 5:00 P.M., members of the Winnipeg Police Service responded to the 700 block of Valour Road in regards to a male who was injured and may have been shot.
Upon arrival officers located a 19 year old male with minor upper body injuries and it was determined he had not been shot. The male indicated that he had been at a residence on Valour Road when he got into an altercation with four males at this residence. The victim was subsequently assaulted by these males. The victim eventually managed to escape and alert an area resident who contacted police.
The victim was conveyed to hospital where he was treated and released.
While officers investigated this incident a male was observed leaving the address in question and was apprehended and taken into custody shortly after 5:00 P.M.
As there were possibly three other males still in the house and believed to be armed, the house was secured and the Tactical Support Team called to assist.
Shortly after 9:30 P.M., a second male was apprehended and taken into custody as he returned to the residence.
Around 10:30 P.M., members of the Tactical Support Team entered the residence and discovered no other persons inside.
The investigation into this incident is continuing by the Division #12 Crime Unit.
