The WPAB has now completed its Mandate and has been stood down effective December 31, 2009 to make room for the new Provincially mandated Winnipeg Police Board. Mail from this web site will continue to be monitored until the new Board is in place in 2010.

The Winnipeg Police Advisory Board (WPAB) was created in September, 2007 by the City of Winnipeg By-Law No. 180/2007. The role of the Winnipeg Police Advisory Board is to provide citizen-based input and independent analysis of how well the Winnipeg Police Service is meeting the needs of the community in the areas of crime prevention and neighbourhood safety.

The Chairperson and Board members are for the most part volunteer citizens of Winnipeg appointed by Council. The Board members have very different backgrounds to reflect our diverse community needs and viewpoints. The Chairperson of the Standing Policy Committee on Protection and Community Services (SPCPCS) also sits as a Board Member, providing valuable insight to the Board on the processes and priorities of the City’s governing body.

Policing is a complex business and is a major expenditure for the City of Winnipeg. The level of resources provided for policing, and how these resources are utilized, can often be at issue in the community. Creating a balanced police service delivery model which considers law enforcement needs, crime prevention and reassurance measures, and which is also acceptable to a large majority of the public - is a difficult task.

The Chief of Police is responsible to plan and manage the ongoing operations of the Winnipeg Police Service. The Chief reports administratively to the Chief Administrative Officer, and on matters of policy to Council through the SPCPCS.

The WPAB analyzes specific aspects of the police service delivery model, and garners public input on these issues. The Board then provides independent advice to the SPCPCS relative to the Board’s mandated areas.
